Language is more than just a tool for communication; it is a fundamental pillar of society. In Nigeria, where ethno-linguistic diversity is a defining characteristic, it is essential to position our national language institute as a leader in harnessing this multilingual landscape for national growth and development.

Based on my observations of Nigeria’s linguistic evolution and the pivotal role of NINLAN, I propose the following strategic initiatives to better equip the Institute to achieve its core objectives.

Key Strategic Pillars

  • Language Research Laboratories: To support rigorous, empirical linguistic study, I intend to establish and equip modern language laboratories. These facilities will be essential for high-level data gathering and analysis, significantly enhancing the Institute’s research p
  • Professional Development and Seminars: Continuous staff development is a priority. We will collaborate with international and local language consultants to ensure our training meets global standards. Additionally, we will launch the “NINLAN Monograph Series,” a publication dedicated to showcasing research generated through our seminar programs.
  • Nigeria Language Data Bank (NLDB) Initiative: In collaboration with researchers nationwide, we will establish a comprehensive data bank to document the history, vitality, and development of various languages. This initiative will play a critical role in standardizing indigenous languages that have historically been overlooked.
  • Research Nexuses: To ensure the collection of high-quality data, I will create research “nexuses” at various Nigerian universities. These hubs will facilitate localized language research, documentation, and the implementation of linguistic findings.
  • Infrastructure and Digitalization: As an institution with the legal status of a university, NINLAN requires a physical environment that reflects its academic prestige. Simultaneously, we will embrace digitalization by moving our journals, monographs, and language programmes to online platforms for better accessibility.
  • National Language Policy: NINLAN will lead the effort to develop a holistic national language policy by coordinating with government and non-governmental agencies.

Challenges and Proposed Solutions

To address current institutional challenges, such as porous borders and the need for sustainable funding, I propose the following actions:

  1. Security and Infrastructure: We must secure the Institute’s boundaries by constructing solid perimeter fencing to resolve land disputes with surrounding communities.
  2. Revenue Generation (IGR): We will diversify our income streams by offering certificate, diploma, and degree programs in Nigerian languages. Furthermore, we will establish commercial ventures, such as a bakery and table water factory, to support the Institute’s budget.
  3. Modern Administration: Transitioning to an E-administration system will allow us to run a paperless office for the Academic Board, Bursary, and general management operations.
  4. Specialized Programs: * NILAP: We will establish the Nigerian Languages Acculturation Programme, designed for foreigners and business travellers who need to acquire proficiency in specific local languages.
    • TOPINIL: The Institute will serve as the official body for testing and issuing the Certificate of Test of Proficiency in Nigerian Languages.
    • Academic Audits: We will advocate for a “semester abroad” style program at NINLAN, requiring linguistics students across Nigeria to audit courses in different indigenous languages.

Conclusion

Transforming NINLAN into a world-class institution requires unreserved loyalty and collaboration with the Governing Council. While funding remains a significant hurdle, I am committed to building effective synergies between NINLAN and other tertiary institutions to realize our collective vision for the future of Nigerian languages.
