LEGAL UNIT

BRIEF HISTORICAL BACKGROUND OF THE LEGAL UNIT

The Legal Service Unit was created in 2003 by the Management of the National Institute for Nigerian Languages. The first Head of the Unit was Obiora Yagazie Esq. the Unit was directly under the registry and were administrative staff and not the legal officer. 

However, following the scrapping of the Institute in 2007 and the subsequent restoration of the Institute in a landmark judgment of the Federal High Court Umuahia, in unit NO FCH /UM/CS/84/2007, it became necessary that the legal unit should function outside the staff of the registry and should be under the Executive director. The reason for the changes is that a legal office under the registry can only function as litigants and not a legal practitioner. The role played by the legal officer in that judgment led to the reorganization of the unit to take order from the chief executive (Executive Director). The total overhauling reform was carried out in 2015.

The mission of the legal services unit is to provide and minimize legal risks and cost. Reduce litigation exposure and ensure legal compliance and do same efficiently.

  1. Ethical Responsibility – the interest of the National Institute for Nigerian languages is paramount and above all personal interest.
  2. Competence - The Unit is generating the best options and balance recommendation to the Institute in all legal matters.
  3. Society: Nigeria is a democratic country the Unit helps to study how to deal with the politics of the policies that affect the Institute and the best way to help the Institute to actualize the goal of the Institute. 

Proactive: the legal service Unit operates in error free service. The Unit pre-empt the likely outcome of the Institute, action on any legal decision by providing the template to ensure strict compliance with the law. This may have cost implications but it has the effect of reducing cost in the future on litigation.

  1. Integrity- Absolute honesty, trustworthy respectful and ethical in all the actions of the Unit to the Institute and Nigeria Government in general. 
  2. Client Focus: The interest of the National Institute for Nigerian Languages is far above all other interest, including personal interest of the Unit. The institute forms an integral part of the daily activities of the Unit.
  3. Intellectual Rigor: The Unit shall not compromise the standard of practice and must be able to take the lead in all legal matters affecting the Institute.

Equally the Unit accept all responsibility in respect of all assignments given to the Unit by the Institute the Unit adapt to the institute.



  1. Professionalism: the Unit upholds the ethics of the profession 
  2. Development of logic in all action
  3. Fairness: all persons are equal before the law and same apply to the Institute 
  4. The Unit is an optimist and does not believe in failures. 
  5. Discipline: discipline is very paramount as a tool for development in the Institute. 

Respect: the unit has respect to the Institute and individual for peaceful co-existence and development of the Institute other core values of the unit are intimacy, moderation, passion etc.

  1. Corporate Governance- Dealing with the Institute and other organization in respect of contracts agreement or Memorandum of Understanding in compliance with the extant laws
  2. Governance Affairs: The Unit also deals with other government agencies in relationship with the Institute particularly as it affects the well-being the Institute.
  3. Intellectual Property and Management: All legal and documentation of the Institute’s property are manned by the Unit so as to ensure there is proper documentation of same. 
  4. Legal Administrative Support: There are other assignment given to administration. This involve serving in committees set up by the management of the Institute. The Unit ensure that the administration is being carried out according to the rules and regulations governing the Institute.
  5. Litigation Management: The Unit manage all litigations in courts with only filing fees and transportation. 

Mergers and Acquisition: It is part of the organization of the unit to ensure that mergers and acquisition are done in accordance with the laws.

  1. Advising the Executive Director and the management on all legal matters
  2. Preparing all legal documents such as letters as directed by the Management of the Institute
  3. Preparing of all contracts agreement between the Institute and other organizations both Corporates and Privates.
  4. Representing the Institute as litigant in court as the case maybe, particularly highly technical issues that need expertise knowledge of the legal profession
  5. Filing of courts processes as legal practitioners as well as appearing in courts to represent the institute.
  6. Briefing the council on all legal matters affecting the institute and the legal opinion on the said matters
  7. Representing the Institute in Alternative Dispute Resolution
  1. The unit offers probono services to the staff of the Institute, i.e. as advise or helping them in litigation 
  2. The unit equally help indigent litigants on probono
  3. The unit consist of two (2) legal officers and One (1) executive officer. The legal officers are Okhakhume Oare Esq.  and Ezissi N.C Esq. While the Executive officer is Mrs. Elugbe Josephine Obiagiri

More Details

To be qualified for any of the programmes in the Department, candidates must have five credit passes in WASC, SSCE, NECO, NABTEB, GCE O/L or its equivalent in not more than two settings. Candidates who do not have the required credits will be allowed to remedy their deficiency before graduation.

There are 27 academic staff, and two non-teaching/supporting staff in the Department

The Department runs conferences, workshops, organizes competitions in the indigenous languages, etc, as well as carryout researches and publishes its findings in indigenous languages.

  • The Department alongside with the Executive Director and the Institute Liberian has won the prestigious lacuna grant fund for the year 2022.
  • The Department also has a unique outfit {polo and muffler} with the inscription: My Language My Heritage
  1. That the Government should assist the Department in realizing her Mandate to run 4yrs degree programme in Nigerian languages.
  2. Educational bodies such as NCCE, NUC, JAMB to assist the Department with students in realising her MANDATE
